In Almaty, two incidents involving attempts to transport dogs on public buses have sparked discontent among drivers and passengers. The core of the issue revolves around the legality and safety of traveling with pets on public transit.
Recent Incidents
A concerned Almaty resident highlighted that some drivers are unaware of pet transport rules, leading to conflicts. On August 1, a conflict ensued on bus No. 30 when a driver refused to proceed because an elderly woman’s dog, on a leash and muzzled, was in the vehicle. A passenger, upset about potential lateness, joined the fray.
Another case involved a woman with a golden retriever, denied entry despite following rules, while transporting her ailing pet to the vet. The driver demanded a pet carrier and called the police, who found no violations but the driver refused to continue the ride.
Official Guidelines
Tengrinews.kz consulted "Almatyelectrotrans" to clarify pet travel regulations. Transporting pets is permitted if safety and sanitary regulations are observed. Small pets must be in carriers, and larger dogs must wear muzzles and short leashes.
Transport Rules
- Allowed Pets: Dogs, cats, birds, and small animals.
- Small Pets: Free transport in closed carriers.
- Large Dogs: Free transport with muzzles and short leashes, responsibility is on the owner.
Seating Arrangements
- Small Pets: Can be placed anywhere without disturbing others.
- Large Dogs: Should stay near the entrance.
Driver Authority
Drivers can deny transport if an animal lacks proper equipment or poses a threat but not if all conditions are met. Passengers can:
- Ask for refusal reasons.
- Document the event.
- Lodge a complaint with the transit company.
- Involve the police if required.
